On half a million acres of the Mojave desert of California, U.S. soldiers stage mock battles, using real tanks and fake ammunition, the most extensive war games in the world. In December 2001, Congress gave the Army 10,000 more acres of federal land to expand this training area. Military bases already occupy more than a quarter of the habitat for the endangered desert tortoise, and the recently added land is inhabited by two-thirds of the known population of Lane Mountain milkvetch, an endangered plant species. Although sensitive to the political momentum favoring the military since September 11, environmentalist point out that expanding the training will likely violate the ESA. What ethical arguments can you make on either side of this one?
