There are times when a department manager will, for example,
become upset because human resources (HR) has strongly recommended
against discharging a troublesome employee because little or no
evidence of undesirable conduct exists. The manager might then
characterize the decision to retain the employee as HR s decision
and it will be HR s fault if this employee remains to do harm or
turn out substandard work. In cases such as this and in other
instances it becomes the practice of some managers to blame HR for
tying their hands and restricting their ability to manage. In this
manner HR is sometimes seen as an obstruction interfering with a
manager s prerogatives.
